Provincial Grand Lodge of Mark Master Masons of Surrey
Minutes of the Annual Meeting of Provincial Grand Lodge, held at Fairfield Halls, Croydon, Surrey, on Monday 30th March 2015

There were present
RW.Bro. Ian N Clark, Provincial Grand Master, VW.Bro. David J. Blackburn, PGJO, Deputy Provincial Grand Master, W.Bros. Richard N Baker, PGSD, and Christopher W Eley, PGSD, Assistant Provincial Grand Masters; plus 7 Provincial Grand Masters, 1 other RW. Brother, 7 Deputy Provincial Grand Masters, 11 Assistant Provincial Grand Masters, 52 other honoured guests and 181 Surrey Mark Masons; all of whose names and ranks have been duly recorded- a total of 259 Brethren - of whom 202 dined.

At 3:50pm, a procession of distinguished visitors from other Provinces together with distinguished members of other Masonic Orders in the Province of Surrey entered the Temple. The Provincial Grand Master then entered in procession with the Provincial Grand Officers of the Year. At 4:00pm Provincial Grand Lodge was opened in due form and with solemn prayer. The Provincial Grand Master was saluted and welcomed all present.

Welcome to Distinguished Guests of the Province
The Right Worshipful Provincial Grand Master welcomed the distinguished guests of the Province in the appropriate seniority order, with due aplomb. The Right Worshipful Provincial Grand Master expressed his hope that all our guests would enjoy the hospitality of the Province. The Surrey members then showed their appreciation with enthusiastic applause.

Minutes 2014
The Right Worshipful Provincial Grand Master called upon VW.Bro. David J Blackburn, Deputy Provincial Grand Master, who proposed that the Minutes of the meeting of Provincial Grand Lodge held on 19th May 2014, having been published on the web site, be taken as read, confirmed and adopted. This was seconded by W.Bro. Richard N Baker, Assistant Provincial Grand Master, and confirmed by the
members.

In Memoriam
The Right Worshipful Provincial Grand Master called upon the Provincial Grand Chaplain to read the names of the brethren of the Province who had passed to the Grand Lodge Above since our last Provincial meeting. The Provincial Grand Chaplain, W Bro J Fleetwood, read the following names:-

Roll of Active Provincial Grand Officers
The Right Worshipful Provincial Grand Master called upon the Provincial Grand Secretary to call the roll of the active Provincial Grand Officers. The Provincial Grand Secretary reported that all the active Provincial Grand Officers, with the exception of three who had sent their apologies, were in attendance.

Roll of Lodges
The Right Worshipful Provincial Grand Master called upon the Provincial Grand Secretary to call the roll of Lodges in the Province. The Provincial Grand Secretary reported that all the Lodges in the Province were today well represented.

Newly Advanced
Eight newly Advanced Brethren were presented and welcomed to the Province by the Right Worshipful Provincial Grand Master. New specially commissioned lapel pins were handed to each of the newly Advanced Brethren present, to mark their attendance at the Annual Meeting.

Provincial Grand Treasurer's Report and Accounts
The Right Worshipful Provincial Grand Master called upon the Provincial Grand Treasurer for his report. The Provincial Grand Treasurer reported that he had pleasure in submitting his Report and the Audited Accounts for the year ended 31st August 2014, which were printed in the Order Paper.

There being no questions for the Treasurer, the Right Worshipful Provincial Grand Master called upon the Provincial Grand Senior Warden for a proposition. The acting Provincial Grand Senior Warden, W.Bro. John French, proposed that the Provincial Grand Treasurer's Report and Accounts for the year ended 31st August 2014, as printed in the Order Paper, be taken as read, adopted and entered in the minutes. The proposition was seconded by the Provincial Grand Junior Warden, W.Bro. Derek Harrington, and carried.

Donations to Charity
The Right Worshipful Provincial Grand Master stated that the Annual Festival on behalf of our Mark Fund of Benevolence was being undertaken on the weekend of 4th July this year by the Province of Worcestershire. The Fund of Benevolence has in the past supported the St John Ambulance, Osteoporosis, the Royal National Lifeboat Institution, Bart’s Hospital for the purchase of a state-ofthe-art Linear Accelerator, Addenbrooke’s Hospital Trust received over £2m for machines to help in the diagnosis of prostate cancer and a pledge of £2.6 million has been made to Hope for Tomorrow Cancer Charity for the purchase of mobile chemotherapy units throughout the UK. These are all very worthy recipients of monies from the Benevolent Fund.

The fund will celebrate its sesquicentenary in 2019. The Right Worshipful Provincial Grand Master was therefore pleased to support the Annual Festival with a donation from our Provincial Benevolent Fund. Unfortunately, as there was no one from Worcestershire at the meeting to receive our donation it was sent by post.

The Craft Province of Surrey launched its Festival for the RMBI which will reach its conclusion in 2019. The Provincial Grand Master said that he was delighted to see several members of the Craft Provincial Executive at the meeting and was equally delighted to make a first donation directly from
the Mark Province of Surrey towards that Festival to the Provincial Grand Master RW.Bro. Eric Stuart-Bamford.

The Provincial Grand Director of Ceremonies escorted Bro Eric Stuart-Bamford, the Provincial Grand Master of the Craft Province of Surrey to the pedestal, who accepted the cheque for £2000 with appropriate words of thanks..

Provincial Grand Registrar’s Report
The Right Worshipful Provincial Grand Master called upon the Provincial Grand Registrar for his Report. The Provincial Grand Registrar had pleasure in submitting his Report, which was printed in the recent Surrey Overseer, to which he had nothing to add.

Provincial Grand Secretary's Report
The Right Worshipful Provincial Grand Master called upon the Provincial Grand Secretary for his Report. The Provincial Grand Secretary had pleasure in submitting his Report, which was printed in the recent Surrey Overseer, to which he had nothing to add.

Provincial Grand Charity Steward’s Report
The Right Worshipful Provincial Grand Master called upon the Provincial Grand Charity Steward for a report on Provincial Charity. The Provincial Grand Charity Steward referred to his report, which was printed in the recent Surrey Overseer, to which he had nothing to add.

Charity Award
The Right Worshipful Provincial Grand Master announced that he had decided to hold over the presentation of the Scrip purse until next March. All Donations made in the last year will be included in that consideration. He thanked those Lodges who have made contributions to our Benevolent Fund for the MBF Festival of 2022, in advance of the official launch.

Election of Provincial Grand Treasurer
The Provincial Grand Master announced that only one nomination for the office of Provincial Grand Treasurer had been received, that being W Bro R M S Seeley, FCA, and accordingly he declared W Bro Seeley duly elected.

Election of the Audit Committee
The Right Worshipful Provincial Grand Master called upon the Provincial Grand Senior Warden for a proposition in respect of the Audit Committee. The Acting Provincial Grand Senior Warden proposed that W.Bro Louis Keats, Bro Graham Best and Bro David Cawte be elected to the Provincial Audit Committee for the ensuing year. The proposition was seconded by the Provincial Grand Junior Warden and carried. The RW Provincial Grand Master appointed W.Bro. Keats to be chair of the committee.

Annual Dues
The Provincial Grand Treasurer stated that at last years’ Annual Meeting, he announced that the annual dues payable to Provincial Grand Lodge for the year commencing 1st September 2014, and payable on 1st September 2015, would be £7 per member. Because of savings made following a review of Provincial expenses, he confirmed that the increase will not be implemented and that the charge to members payable this September will remain at £6 for both Mark and RAM degrees.’

He proposed that the annual dues for the year commencing 1stSeptember 2015, and payable on 1st September 2016, to be a sum not exceeding £7 per member for both Mark and Royal Ark Mariner degrees. This was seconded by the Deputy Provincial Grand Master and approved by the Brethren.

Appointment and Installation of a Deputy Provincial Grand Master.
The RW Provincial Grand Master reappointed VW. Bro David John Blackburn, PGJO as Deputy Provincial Grand Master and thanked him for his continued loyalty and support.

The Deputy Provincial Grand Master was then saluted.

Appointment of Assistant Provincial Grand Master
The R W Provincial Grand Master then reappointed W Bro Richard Nerod Baker, PGSD and W Bro Christopher Wenham Eley, PGSD as Assistant Provincial Grand Masters, with thanks for their support and all that they have and continue to do on behalf of the province.

The Assistant Provincial Grand Masters were saluted.

Appointment and Investiture of brethren receiving Provincial Grand Rank

The Right Worshipful Provincial Grand Master called upon the Provincial Grand Secretary to read the names of those Brethren appointed to and promoted in Mark Provincial Grand Rank and those receiving Provincial Grand Rank in the Ancient and Honourable Fraternity of Royal Ark Mariners.

The Provincial Grand Secretary read the names of:-
• 36 brethren appointed to active rank 35 invested.
• 14 brethren promoted in past rank 8 invested.
• 10 brethren appointed to past rank 7 invested.
• 15 brethren appointed to ProvRAMGR 12 invested.
• A total of 75 appointments 62 invested.

At the conclusion, the Brethren of the Province of Surrey below the rank of Provincial Grand Officer saluted the newly appointed Provincial Grand Officers with three, under the direction of the Provincial Grand Director of Ceremonies.

Provincial Grand Master's Address
The Right Worshipful Provincial Grand Master then addressed Provincial Grand Lodge. The address is also published on the web site - click here to read.

Charity Collection
The Right Worshipful Provincial Grand Master announced that the Charity Collection would be donated to the Surrey Mark Benevolent Fund. During the collection, the Hymn “Praise, my soul, the King of Heaven” was sung. The collection raised £1079.48p.

Any Other Business
The Provincial Grand Secretary reported that he had received apologies for absence, and best wishes for a happy meeting, from RW Bro Brynley Bevan and RW Bro Raymond Hussey, Past Provincial Grand Masters, and from many other distinguished Brethren from this and other Provinces.

Closing
There being no further business, Provincial Grand Lodge was closed in due form at 5:35pm.

The first verse of the National Anthem was sung.

The Right Worshipful Provincial Grand Master retired in procession with his Executive, followed by the distinguished guests, under the direction of the Provincial Grand Director of Ceremonies, while the Provincial Grand Organist played "Land of Hope and Glory".
